Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: hopeful statements are delivered from multiple capitals. Considerable effort is devoted on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a capacity provided through up-to-date information. From observation points, military aircraft that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, sparing the city from devastation and another blackout.
Persistent Threats
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, persist.
Political Considerations
It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through statements or actions, from believing that the status quo will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their mission will now be much harder after current events, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a only one week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
